Big deal. There are over 6 million unsafe vehicles on the roads in Dickinson County alone. You should see some of the fuckin' rustbuckets running around here held together with baling wire and prayers.

Very little info, zero solutions, just "unsafe vehicles" to get one's attention.
Transport Canada should take an actual survey, talking to garages, inspecting mechanics, and tow companies if they really want some eye opening numbers on "unsafe vehicles".
