My he furnace has a 14"x22" output plenum. Filter size is 16"x25" and return plenum from the return duct is 8"x23". Is this returnplenum going to restrict the overall efficientcy for heating my house. Should the return plenum be closer to the size of the filter?

Plenum size is usually larger than the return, I think just so they can put an A/C coil on top, 8x23 will move a lot of air, 1100 cfm's at .1 static pressure.
From the plenum size I'm guessing you have a 100K BTU or less furnace, My (Rheem)100K's are 17" wide.
As long as the ductwork is opened up to the filter so the whole filter face is moving air you should be fine. Rich.
