I may be wrong here, but I was under the impression there was no 413 available in the '63 B-body, since the Super Stock engine had gone to 426 inches. I'm pretty sure this should have a 383.

Right you are. 1963 was the inaugural year for the 426 Max Wedge, which this car "could have" come with. But there are too many other inconsistancies to make this a true Max Wedge car. Decent looking car but a little high for a clone.
 
Well, they're saying it was a Golden Commando car, which in a full-size would still be a 413, wouldn't it? It would not have had the "Super Stock" decals or any such nonsense, of course. The Golden Commando, as used in the B-bodies, was simply a 383-4V if memory serves.
 
In 1963 Golden Commando designated a 383, as you've pointed out.
